I'm not sure exactly what you're saying, but if you cross check any of these titles that have recently been "downgraded" to DTSHD on the HD versions, the discs and other digital stores are all DTSHD only on the HD versions. The Sound of Music physical version has the UHD and HD discs included, and the HD disc only has DTSHD.
On the plus side, the HD version is now compatible with new players alongside all of its Extras which are restored in HD as a separate download. If you're a 4K viewer (which still has Atmos) and wanted the Extras you previously had to download the entire HD film as well. There's a wide range of audio tracks available and it's all dependent upon what the studio releases digitally. It is not uncommon for audio assets to differ between disc and digital but more accurate comparisons are between K and other digital stores (Apple, Amazon, Fandango, etc.). If you see Atmos on those stores but not on K it's most likely because the studio only provides lossy Atmos digitally so K opts for lossless 5.1.
I recently bought Fire and Ash and your posted reminded me about something I wanted to ask about. On that movie, I downloaded the 4K version to watch and also downloaded the extras. The extras downloaded the movie in HD too though. In my account, it even showed the Extras and HD version of the movie as separate line items...but when I deleted the HD version of the movie, it took the extras with it.
It's a good habit to look at the Downloads screen when you purchase/download a title. Many times a single download command will trigger multiple download files. From the download queue you can then pick and choose which ones you want to complete. Once completed, you are correct that K no longer tracks the elements individually. So, if you've got the HD movie and HD Extras you can only choose to delete both. Likewise, if you cancel the HD movie download and only let the Extras download, when you look at the movie in your collection it will say you have HD downloaded.
Studios will sometimes only give K a Lossy Atmos track on a Mezzanine file? That's unfortunate. I didn't know they would ever do that. I was more under the impression that the file K gets is sort of a "raw" file that other studios eventually use to make a disc or put it on their streaming service. (Raw isn't the right word probably, just the best way to explain what I am trying to say.)

Correct, studios prep mezzanine files for home video. Sometimes these differ between what is provided for disc production and what is provided for digital distribution.* As the vast majority of digital stores stream lossy, the files may cater to that audience. When they do, K does try to get lossless Atmos but if it's not available for digital use then they opt for the highest quality lossless track.
Legacy practices at K. The short answer is "now they are, but they didn't used to be."

The mezzanine files are the raw files that are used to generate the disc and all the various digital outlets' versions.

It must be that Disney is losing subscribers on Disney+ as long as their movies have better quality on other services. Now every service is almost as bad sounding as Disney+ so their subscribers can’t complain.
It would also be nice if the extras-only downloads followed general homing rules. Almost makes it worthwhile to grab the full HD file, so it end-up in the right place.
