Reservoir Dogs Frame Stutter

I noticed some frame stutter at 31:00 - 31:49 of Reservoir Dogs (4k HDR). It does not appear to be the director's intent like the during the walk.

It is repeatable for me during that time frame. The rest of the movie is very clean.

Does anyone else see this?
