Can't complete movie purchase

Getting different messages on different devices. On my iPad the message is that "there is already an open proxy" and on my PC is says the store can't determine my country. Any ideas?
 
Are you in the US or another Store supported region? Has anything changed with your network?

In the US. I figured out a work around for now. I setup a VPN to a server in another city in the US and was able to successfully download. I suspect there is/was something going on with my local FIOS provider that was causing the issue. I reported the issue to Kscape Support and will feed them the details on Monday when they return. In the meantime, I finished downloading this weekend’s movies!
