Recently catalogued a Blu-ray copy of Escape from L.A. gives me option to goes digital from $5.99 for HD but HDR is still $34.99...

is this a glitch or normal upgrade price for this particular movie ?

I think that’s just how it is with Paramount titles. I recall seeing the same thing with The Mission Impossible titles.
Blu-ray to HD is $5.99, but Blu-ray to UHD is full price.

You might be able to do Blu-ray to HD for $5.99 and then HD to UHD for $15.99, but don’t hold me to that.
It’s probably worth checking with Kaleidescape to see if this is intended behavior. If the above is possible, they should just give you a $22 option to go Blu-ray to UHD.
