The Plan is missing from the store. I believe the webisodes are missing from the extras.
Bonus: We have Caprica in HD on the store. There isn't a Blu-ray disc release for the US market.

Is The Plan not part of Season 4? I think in the blu-ray box set it is included as part of S4.The Plan is missing from the store. I believe the webisodes are missing from the extras.

No, it is not. Kaleidescape digital versions are only barebones. No extras. They include the extended episodes but that's it. I have The Plan imported to my Premiere server for this reason.
These webisodes are also missing from the Kaleidescape digital versions.
BSG: The Resistance (10 webisodes) - BSG Season 3 Disc 2
BSG: Face of the Enemy (10 webisodes) - Online Only* (see below)
BSG: Razor Flashbacks (7 webisodes) - BSG Season 4.5 The Razor Disc**
*Sci-fi channel (or SyFy now) no longer has these webisodes online. The Japanese Blu-ray disc release of the Season 4 is the only officially available source (see image below).
**The unrated (extended) version of BSG: Razor has most of the Razor Flashbacks integrated. The unrated version is included with the broadcast version on the Kaleidescape Store.
